Johor Port Berhad (Malaysia), Safety Standards and WHS Management
Johor Port Berhad implements safety standards and WHS management across its multi purpose port facility, aligned with Malaysia's Occupational Safety and Health Act 1994 (OSHA 1994) and associated regulations (Johor Port Berhad, n.d.). The port's Health, Security, Safety and Environmental (HSSE) Guidelines and Rules establish detailed safety requirements for port personnel, contractors, and operators.
Safety management elements at Johor Port include, among others, permit to work (PTW) procedures for contractor activities, administered by the Port Security and Safety Department (PSSD), gas free testing by Jabatan Kimia Malaysia (Department of Chemistry Malaysia) prior to hot work or confined space work in a vessel, incident and investigation reporting systems, personal protective equipment standards, and emergency response planning (Johor Port Berhad, n.d.).
The HSSE Guidelines and Rules combine safety, security and environmental requirements in one document. For contractors, they require a valid permit to work to be displayed or available at the work site, workers who are trained and competent, and they set penalties for breaches that escalate from temporary to permanent blacklisting (Johor Port Berhad, n.d.).
Transferability
For other ASEAN ports, Johor Port demonstrates practical WHS management within a national regulatory framework typical of ASEAN member states. Transferable elements include, among others, integration of WHS with environmental management, detailed contractor safety requirements, permit to work systems for high risk activities, and incident reporting infrastructure. The HSSE framework provides a model adaptable to other ASEAN port contexts.
