DIALOG Group, Tank Containment at the Pengerang Deepwater Terminals
The Pengerang Deepwater Terminals lie at the southern tip of Peninsular Malaysia, close to international shipping lanes. DIALOG Group has developed the site since 2009 and it has operated since 2014. It covers 1,200 acres with three terminal facilities and 20 berths, and can take fully laden Very Large Crude Carriers (DIALOG Group, n.d.).
Storage includes Pengerang Independent Terminals, with 1.7 million cubic meters in 81 tanks, Pengerang Terminals (Two), with 1.3 million cubic meters in 29 tanks, Pengerang LNG (Two), with 400,000 cubic meters in 2 tanks, and DIALOG Terminals Pengerang (5), with 430,000 cubic meters in 17 tanks. The site is naturally sheltered and operates in all weather (DIALOG Group, n.d.).
With several operators and large volumes of crude, products and LNG on one site, tank containment is a core environmental control. DIALOG also runs terminals at Tanjung Langsat in Johor (DIALOG Group, 2025).
The practices below are reported by DIALOG for its terminals as a group; the report does not tie them to Pengerang specifically (DIALOG Group, 2025).
Approach
Secondary containment. Storage tanks have secondary containment such as bund walls. Spill control and recovery procedures are in place, and contaminated materials are sent to licensed third parties for treatment (DIALOG Group, 2025).
Vapor control at the tank. Tanks for volatile products have internal floating roofs and nitrogen blanketing to limit releases of volatile organic compounds (DIALOG Group, 2025).
Certified management system. DIALOG's health, safety and environment management system is aligned with ISO 45001, ISO 14001 and ISO 9001, and is assessed and certified by third party auditors (DIALOG Group, 2025).
Wastewater handling. DIALOG's terminals generate about 1,500 cubic meters of wastewater a year, which licensed external providers treat and dispose of (DIALOG Group, 2025).
Transferability
DMC terminals can combine bunded tanks, floating roofs and nitrogen blanketing with licensed handling of contaminated material and wastewater.
