Johor Port Berhad, Malaysia, HSSE Contractor Requirements

Johor Port Berhad implements comprehensive Health, Security, Safety and Environmental (HSSE) Guidelines and Rules that apply to all contractors, tenants, lessees, and port users, including their workers and subcontractors (Johor Port Berhad, n.d.). Contractors must ensure that only Department of Environment (DOE) registered contractors are appointed to handle scheduled waste disposal. The port operates under Malaysia's Environmental Quality Act 1974 (Act 127) and associated environmental regulations.

Prior to work execution, contractors must apply for and obtain a Permit To Works (PTW) from JPB's Port Security and Safety Department (PSSD), which carries out a site inspection before the PTW is issued. Contractors must also submit a Job Safety Analysis for PSSD approval and a method statement. Gas free tests must be completed by Jabatan Kimia Malaysia (Department of Chemistry Malaysia) prior to hot work or confined space activities in a vessel, with endorsed certificates provided during the permit application process (Johor Port Berhad, n.d.). Contractors are responsible for providing all safety signage, barricades, and barriers required to isolate work areas.

Valid PTWs must be displayed or made available at work sites for JPB's inspection at any time. Workers must attend a JPB safety briefing or induction before work starts, and competency certificates for personnel and inspection certificates for machines must be submitted to JPB. Offences are graded as minor or major, and penalties escalate with repeat offences, from re-sitting the induction and temporary blacklisting to permanent blacklisting (Johor Port Berhad, n.d.).

Transferability

For other DMC ports, the Johor Port model demonstrates a practical approach to contractor compliance management that combines formal permitting systems, site inspections, induction and competency checks, and escalating penalties within a nationally regulated framework.
